Admin tools for managing maplayer configurations

Description

Admin functionality that hooks into layer listing functionality provided by the layerlist bundle. Allows admin to register different types of map layers from different sources.

Allows other bundles to start the admin functionality with a request.

Bundle configuration

Frontend has no configuration, but the bundle is usually configured to be shown only to admin users. Configuration is done in oskari-server using oskari-ext.properties.
