Provides functionality to add runtime styles for layer.

Description

Opens flyout which shows user's styles for specific layer. Styles can be added, edited or removed with flyout. If layer doesn't have any user defined style, then form is opened to add new style.

Allows other bundles to start the functionality with a request.
